Senior HR Specialist (Recruitment & Training)

Recruitment:
Develop and implement HR strategies aligned with the company’s overall strategy. Review and propose optimal solutions in recruitment and HR management.
Build and implement employer branding activities through events, internal communications, and media to attract candidates and enhance the company’s brand value.
Establish partnerships with universities and organize specialized seminars to expand candidate pipelines.
Ensure sufficient and timely recruitment according to plans and ad-hoc requests from the Board of Directors. Coordinate with departments to execute recruitment plans and candidate selection.
Forecast, assess, and mitigate risks in recruitment and HR management.
Training & Development:
Design training programs: Conduct periodic or project-based training needs analysis to develop and update programs that meet technical requirements, safety standards, and the specific needs of the oil & gas industry.
Organize and coordinate training: Plan and deliver training sessions, workshops, and internal knowledge-sharing activities, ensuring standardized processes, materials, and methods for optimal learning outcomes.
Evaluate and improve training effectiveness: Monitor and measure post-training effectiveness, propose improvements based on learner feedback and HR development goals.
Propose capability development strategies: Collaborate with departments to identify core competencies and suggest initiatives to enhance workforce quality in line with company strategy and industry dynamics.
Manage training data and records: Ensure proper storage and updates of training information for internal audits and employee competency assessments.
HR Management:
Support in building a company culture aligned with the company’s vision, mission, and core values.
Propose HR policies to optimize costs and improve operational efficiency.
Provide HR management solutions that support the company’s long-term development strategy in the highly dynamic oil & gas sector.
Perform other tasks as assigned by the Board of Directors.

Bachelor’s degree or higher in Human Resource Management, Business Administration, Law, or related fields.
Preference for candidates with a second degree in Engineering or advanced certifications in HR management.
At least 5 years of senior HR management experience in recruitment, training, and HR operations within manufacturing, construction, recruitment & manpower supply, or oil & gas services companies/groups.
Proficiency in using modern recruitment tools and methods, including interviews, competency assessments, and online recruitment platforms.
Proven experience in developing recruitment strategies and building strong candidate pipelines.
Experience in recruiting and training for highly technical or managerial positions.
Strong recruitment network and databases, excellent communication, negotiation, and relationship-building skills.
Solid knowledge of safety and technical standards in the oil & gas sector.
Strong skills in training program design, event organization, and internal facilitation.
Experience in training needs analysis, HR training program development, and effectiveness evaluation.
Ability to collaborate with other departments to identify training and development needs across the organization.
Proficient in recruitment tools and platforms on job boards and social media.
