Job Description

Develop and manage the execution plan for detailed design and marine installation engineering, including proposing potential partners/JV structures, defining in-house scope of work, and establishing subcontractor and design consultant strategies.
Develop survey requirements for pre-engineering surveys, detailed design, and installation engineering.
Organize and manage detailed design and installation engineering activities, including QTOs, MTOs, resource planning and design deliverables.
Prepare and manage the project design document register, including detailed design and installation engineering drawings and documents.
Develop technical specifications for procurement packages of design consultancy services, key equipment and project materials.
Evaluate and clarify technical proposals for design consultancy services, equipment, and key materials; monitor and expedite procurement packages to meet the overall project schedule.
Develop, manage, and monitor the progress of detailed design and marine installation engineering activities.
Execute detailed design and prepare construction drawings, ensuring quality and safety throughout the offshore construction phase.
Develop the engineering organization structure, allocate design personnel, and manage the effective utilization of project resources.
Assess safety aspects and identify risks associated with detailed design and marine installation engineering.
Manage scope changes and technical requirement variations related to engineering activities and assess their impact on the overall project schedule.
Coordinate and manage interfaces among design teams, project participants, clients, subcontractors, suppliers, and other stakeholders.
Lead, supervise, and motivate the engineering/design team to ensure assigned tasks are completed according to project milestones.
Prepare weekly and monthly engineering/design progress reports.
Organize regular project meetings with clients and subcontractors to review engineering progress and resolve related issues.
Prepare and oversee completion of as-built drawings, documents, and reports for timely submission upon project completion.

Required skills

Degree in Engineering or higher, preferably in Structural Engineering, Offshore Structural Engineering, Naval Architecture, Marine Engineering, Construction, or related disciplines.
A postgraduate degree, Master’s degree, or professional certification in Project Management is an advantage.
8–10 years of engineering experience in oil & gas, renewable energy, construction, or mechanical installation.
Minimum 5 years of experience as Engineering Manager or Head of Engineering in marine construction companies, offshore oil & gas/renewable energy projects, or onshore industrial construction projects.
Proven experience as Engineering Manager leading the design phase of at least three T&I and EPCI projects, including naval architecture and/or installation engineering design.
Experience working directly with EPCI/T&I clients and subcontractors during FEED, detailed design, and marine installation engineering phases.
Proven experience in organizing and leading multidisciplinary engineering teams covering areas such as: Structural, Piping, E&I, Telecom, Other related engineering disciplines
Experience managing engineering teams of approximately 30–50 people or more for EPCI and T&I projects.
Strong experience in marine installation engineering, including: Load-out, Sea transportation and ocean towage, Heavy lifting, Jacket launching, Topside float-over, Station keeping, Mooring catenary, Rigid pipe/flexible hose laying, Pipeline/cable shore pull, FSO/FPSO mooring systems, Pile driving, Installation of subsea structures such as, PLEM/SSIV, Tie-in spool installation
In-depth knowledge of structural design, process piping design, fabrication/construction/installation system design, electrical/instrumentation/automation design, pre-commissioning, and commissioning.
Familiarity with applicable industry codes and standards for oil & gas, mechanical, electrical, automation, and offshore construction.
Experience in bidding and tendering for EPCI/EPCIC and T&I projects.
Ability to develop technical specifications for design consultancy services, evaluate technical proposals, and prepare technical requirements for major equipment and materials procurement.
Strong capability in planning, scheduling, progress reporting, technical presentation, and resource allocation.
Ability to train, develop, and improve the performance of engineering staff.
Strong leadership, teamwork, communication, and negotiation skills.
Strong sense of responsibility.
Fluent English, particularly for direct communication with international/native English-speaking clients and for technical writing.
Proficient in Microsoft Office and engineering/design software, including: Aveva E3D / PDMS / Smart® 3D, NavisWorks, HYSYS, CAESAR II / ROHR2, SACS / ANSYS / ABAQUS, MOSES / ORCAFLEX / OFFPIPE
Professional engineering license (Level 1 or 2) or international engineering certifications are preferred.
Willing to travel domestically and internationally and work flexibly in both onshore and offshore environments according to project requirements.
